This is just a little series of posts that will help you understand more about the history of our Pern since the last book.
(what people know) Very few people actually met anyone on the High Council. The High Council met somewhere in the South and was made up of a couple of hand picked dragonriders and old holders from the big northern holds. They barely ever stepped in to make a decision, but when they did it was considered being a renegade to go against them. They had decreed that thread was never coming back, so nobody was allowed to think otherwise without being considered a renegade. They were the people that a dragonrider would ask when a dragonrider wanted a cothold. Many people feared and respected them, because nobody was ever seen after they committed a crime against the high council. Dragonriders would sometimes tell stories of people living on an island, but those were believed to be just stories.
(actuality) They sometimes make up rules that must be followed or you will be sent to the islands. It has been so long since they actually intervened with Pern that they are almost considered not a threat anymore.
